Cherchez l\u2019erreur\u00a0!<\/em><\/strong><\/p>\n\n\n\n<p><strong>Leith Lakhoua <\/strong>*<\/p>\n\n\n\n<!--more-->\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignleft size-full\"><img decoding=\"async\" src=\"http:\/\/kapitalis.com\/tunisie\/wp-content\/uploads\/2020\/10\/Leith-Lakhoua.jpg\" alt=\"\" class=\"wp-image-321007\"\/><\/figure>\n<\/div>\n\n\n<p>Depuis son lancement en 2019, le nouveau syst\u00e8me de gestion des terminaux portuaires, connu sous le nom de TOS (Terminal Operating System), au port de Rad\u00e8s, est encore loin d\u2019\u00eatre op\u00e9rationnel.<\/p>\n\n\n\n<p>Avec un investissement total de 76 millions de dinars, cette initiative devait r\u00e9volutionner la gestion des flux de marchandises et optimiser les op\u00e9rations portuaires. Cependant, le retard dans sa mise en \u0153uvre suscite des interrogations l\u00e9gitimes quant aux raisons de cette stagnation.<\/p>\n\n\n\n<p>Pour comprendre les dessous de ce retard, il est crucial de consid\u00e9rer le projet dans sa globalit\u00e9. En effet, le TOS constitue une composante essentielle d\u2019un vaste programme de modernisation du Port de Rad\u00e8s. Le d\u00e9veloppement du syst\u00e8me informatis\u00e9 de gestion douani\u00e8re est encore au stade de s\u00e9lection des offres, et une fois les entreprises s\u00e9lectionn\u00e9es, sa mise en \u0153uvre n\u00e9cessitera entre un an et demi et deux ans. De m\u00eame, la modernisation du syst\u00e8me d\u2019enl\u00e8vement des conteneurs d\u00e9pend d\u2019une d\u00e9cision politique pour \u00eatre lanc\u00e9e.<\/p>\n\n\n\n<p>Ainsi, le TOS se retrouve pris dans un r\u00e9seau complexe de d\u00e9pendances. Sans la r\u00e9alisation des autres composantes du projet, il demeure inop\u00e9rant. Le retard dans la mise en \u0153uvre des projets annexes a un impact direct sur la fonctionnalit\u00e9 globale du syst\u00e8me de gestion des terminaux portuaires. <\/p>\n\n\n\n<p>En conclusion, le retard du nouveau syst\u00e8me de gestion des terminaux portuaires au port de Rad\u00e8s est le r\u00e9sultat d&rsquo;une s\u00e9rie de retards dans la r\u00e9alisation des projets connexes.
