Ils sont \u00e9galement petits et peu profonds par rapport aux autres ports m\u00e9diterran\u00e9ens, ce qui convient au trafic Ro-Ro, mais affecte la connectivit\u00e9, la congestion et l\u2019efficacit\u00e9 op\u00e9rationnelle des conteneurs\u00bb<\/em>.<\/p>\n\n\n\n<p>Dans ce cadre, elle rappelle que <em>\u00able dernier indice de connectivit\u00e9 du transport maritime r\u00e9gulier (3<sup>e<\/sup> trimestre 2024) classe le syst\u00e8me portuaire tunisien au 117<sup>e <\/sup>rang mondial en termes de connectivit\u00e9, ce qui la place au niveau de nombreux petits \u00c9tats insulaires isol\u00e9s du Pacifique Sud\u00bb<\/em>.<\/p>\n\n\n\n<p><em>\u00abCela distingue la Tunisie des tendances des march\u00e9s mondiaux, qui s\u2019appuient de plus en plus sur le transport maritime par conteneurs pour le commerce autre que le vrac, compte tenu de l\u2019avantage important en termes de co\u00fbts de ce type de transport, en particulier pour le commerce longue d\u2019apr\u00e8s la note, de la lourdeur des contr\u00f4les physiques et documentaires, ainsi que les exigences commerciales et de change, qui ralentissent le traitement des marchandises dans les ports.<\/p>\n\n\n\n<p>*Ceci, se traduit par <em>\u00abun temps de s\u00e9jour \u00e0 l\u2019importation \u00e9lev\u00e9 dans les ports tunisiens, ce qui augmente les co\u00fbts logistiques des entreprises\u00bb<\/em>.<\/p>\n\n\n\n<p>Dans ce cadre, la BM cite le cas du Port de Rad\u00e8s, qui affiche l\u2019un des temps de s\u00e9jour moyens \u00e0 l\u2019importation les plus \u00e9lev\u00e9s en Afrique en 2023.<\/p>\n\n\n\n<p>Partant, la BM souligne que le renforcement des infrastructures et des politiques am\u00e9lioreraient la connectivit\u00e9 portuaire et permettraient de booster les \u00e9changes commerciaux de la Tunisie, et par cons\u00e9quent assurer des gains \u00e9conomiques importants.<\/p>\n\n\n\n<p>Ainsi, elle recommande le d\u00e9veloppement d\u2019un terminal \u00e0 conteneurs desservant la r\u00e9gion du Grand Tunis, la modernisation des \u00e9quipements pour la manutention du fret, la r\u00e9organisation de l\u2019acc\u00e8s \u00e0 travers le canal de Bizerte, et le lancement d\u2019un programme d\u2019investissement pour le terminal du port de Sfax.<\/p>\n\n\n\n<p>Elle pr\u00e9conise, \u00e9galement, la rationalisation des mesures non tarifaires et la r\u00e9vision des tarifs de stockage et de manutention portuaires pour fournir des ressources financi\u00e8res suppl\u00e9mentaires \u00e0 la Soci\u00e9t\u00e9 tunisienne d\u2019acconnage et de manutention (Stam) et \u00e0 l\u2019Office de la marine marchande et des ports \u00a0(OMMP), l\u2019autorit\u00e9 portuaire, et pour dissuader les chargeurs de laisser des
