On mesure aujourd\u2019hui, alors que le port en eaux profondes tunisien tarde \u00e0 sortir des cartons, l\u2019ampleur de notre retard dans le domaine de la marine marchande et qui se calcule d\u00e9sormais en d\u00e9cennies.<\/em><\/strong><\/p>\n\n\n\n<p><strong>Lassaad Bouazzi<\/strong> *<\/p>\n\n\n\n<!--more-->\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignleft size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"200\" height=\"200\" src=\"https:\/\/kapitalis.com\/tunisie\/wp-content\/uploads\/2023\/02\/Lassaad-Bouazzi.jpg\" alt=\"\" class=\"wp-image-6663215\" srcset=\"https:\/\/kapitalis.com\/tunisie\/wp-content\/uploads\/2023\/02\/Lassaad-Bouazzi.jpg 200w, https:\/\/kapitalis.com\/tunisie\/wp-content\/uploads\/2023\/02\/Lassaad-Bouazzi-150x150.jpg 150w, https:\/\/kapitalis.com\/tunisie\/wp-content\/uploads\/2023\/02\/Lassaad-Bouazzi-120x120.jpg 120w\" sizes=\"auto, (max-width: 200px) 100vw, 200px\" \/><\/figure>\n<\/div>\n\n\n<p>Lors de son audience avec le Pr\u00e9sident de la R\u00e9publique, le 9 janvier 2026, Fadhila Gargouri, premier substitut du pr\u00e9sident de la Cour des comptes, a pr\u00e9sent\u00e9 au Chef de l\u2019\u00c9tat le rapport de l\u2019ann\u00e9e \u00e9coul\u00e9e.<\/p>\n\n\n\n<p>Les pertes enregistr\u00e9es par onze organismes publics seulement sont estim\u00e9es \u00e0 1 070 millions de dinars. L\u2019un de ces organismes, qui figure sur la liste juste apr\u00e8s Tunisair, est l\u2019Office de la marine marchande et des ports (OMPP).<\/p>\n\n\n\n<p>\u00c0 mon avis, les pertes enregistr\u00e9es par cet Office (291 millions de dinars) sont dues essentiellement \u00e0 la politique nationale en mati\u00e8re de gestion portuaire.<\/p>\n\n\n\n<p>En effet, \u00e0 la diff\u00e9rence des \u00c9tats avanc\u00e9s en mati\u00e8re de gouvernance portuaire, la Tunisie demeure attach\u00e9e au mod\u00e8le du <em>\u00abport de service\u00bb<\/em>, une entreprise publique int\u00e9gr\u00e9e dont la rentabilit\u00e9 est limit\u00e9e par la lourdeur administrative et le manque de concurrence.<\/p>\n\n\n\n<p>Lorsque je commandais le navire-\u00e9cole de l\u2019Acad\u00e9mie navale, j\u2019ai effectu\u00e9 une escale au port de Casablanca en 1997, et j\u2019ai pu constater l\u2019avance enregistr\u00e9e par le Maroc sur notre pays dans le domaine de la gestion portuaire. Ce pays a suivi l\u2019exemple de la Belgique (port d\u2019Anvers) en adoptant le mod\u00e8le du <em>\u00abport propri\u00e9taire\u00bb<\/em>. C\u2019est aujourd\u2019hui le mod\u00e8le le plus r\u00e9pandu dans le monde, car il favorise la performance, l\u2019investissement priv\u00e9 et la rentabilit\u00e9 des ports.<\/p>\n\n\n\n<p>Aujourd\u2019hui, le Maroc a construit Tanger Med, premier port en M\u00e9diterran\u00e9e et en Afrique et 19e port mondial. Ce hub du commerce international, qui dessert quatre continents, a d\u00e9velopp\u00e9 plus de 3000 ha de zones d\u2019activit\u00e9s \u00e9conomiques. Celles-ci accueillent plus de 1300 entreprises pour un volume d\u2019affaires de 14 milliards d&rsquo;euros (en 2023), dans des secteurs cl\u00e9s comme les industries automobile, l\u2019a\u00e9ronautique, le textile, l\u2019agro-alimentaire et la logistique. Le FDI Intelligence du\u00a0<em>Financial Times<\/em>\u00a0a publi\u00e9 le classement des zones \u00e9conomiques pour l\u2019ann\u00e9e 2020 <em>\u00abFDI\u2019s Global Free Zone of the Year\u00bb<\/em>. Tanger Med Zones est consacr\u00e9e\u00a02<sup>e<\/sup>\u00a0zone \u00e9conomique\u00a0mondiale apr\u00e8s Duba\u00ef Multi Commodities Center aux\u00a0\u00c9mirats arabes unis, alors qu\u2019elle \u00e9tait class\u00e9e\u00a05<sup>e<\/sup>\u00a0en 2019.<\/p>\n\n\n\n<p>On peut ainsi mesurer l\u2019\u00e9cart qui s\u00e9pare le 1er port marocain du port de Rad\u00e8s, au sud de Tunis. \u00c0 titre de comparaison, lorsque la Tunisie a commenc\u00e9 \u00e0 parler du projet du port en eaux profondes d\u2019Enfidha, \u00e0 la fin des ann\u00e9es 1990, l\u2019id\u00e9e m\u00eame du port de Tanger Med n\u2019existait pas encore. On mesure aujourd\u2019hui, alors que port en eaux profondes d\u2019Enfidha tarde \u00e0 sortir des cartons, l\u2019ampleur du retard enregistr\u00e9 par la Tunisie dans le domaine de la marine marchande et qui se calcule d\u00e9sormais en d\u00e9cennies.<\/p>\n\n\n\n<p>Pire encore, au lieu d\u2019acc\u00e9l\u00e9rer la mise en \u0153uvre des r\u00e9formes structurelles n\u00e9cessaires, on continue de roupiller, en opposant une sourde oreille aux appels pressants \u00e0 ces r\u00e9formes. Tandis que les op\u00e9rateurs continuent de baver des retards cumul\u00e9s et les finances publiques, donc les contribuables, de saigner, en accumulant les d\u00e9ficits et les pertes. Mauvaise gouvernance&nbsp;? Bureaucratie&nbsp;? Incomp\u00e9tence&nbsp;? Manque de volont\u00e9 politique&nbsp;?
